My informal notes and personal comment from last Monday's Town Council meeting that I attended along with SDC Cllr. Braun and GCC/SDC Cllr. Cohen.

Approval of the previous minutes was deferred to a future meeting as they weren't circulated in the meeting pack.

The council considered a candidate for co-option onto the Town Council. Chris is community-minded and was previously a magistrate. He has forty years of experience in business and wants to use his experience to improve the town. The council approved, and Chris took his seat—leaving no members of the public present for the public forum.

Councillors were invited to ask questions on the GCC and SDC councillors' reports.

There was dissatisfaction expressed about the two rubble bag and four-visits-in-4-weeks limits and charges at the Pyke Quarry tip. The proposal went to Cabinet for a decision on the 22nd July.

Dissatisfaction was also expressed regarding the refusal of McMurty Automotives planning application at New Mill. [I was disappointed too] However, the lack of a master-plan detailing how the land and infrastructure would be developed on the site as a whole seemed to be a key omission. Access onto the highway was discussed, and it was thought that access should have been at the roundabout, although GCC seemed content with the proposal as submitted.

Various accounting items were approved and noted, including some late additions, salaries, etc.

Two policies were due to be approved: Health and Safety Policy and the Grant Awarding Policy. Audits have been done on the H&S policy and a hefty document produced. However, councillors raised a number of concerns with the grant awarding policy—not least that organisations asking for support need audited accounts, etc. This seemed disproportionate, as smaller organisations in the town would be excluded. It was decided that both policies would go to the Special Purposes Committee for further consideration.

It was noted that the annual Allotment Tenants Meeting would be on 7th September 2026, and the Allotments Working Group report was circulated. Hannah is doing work contacting allotment holders. Talk of a water catchment system. The clerk also advised councillors to seek advice from the National Allotments Society.

Reports were given on various projects: Town Hall and Chipping Hall, Symn Lane Car Park which is ready for the developer to commence work, Swifts and House Martins Project has received 30 responses, Phase two of the Symn Lane Play Area. Space Hive may not be used due to excessive fees. Civic Centre Building Climate Change and the solar panels is waiting on a Carter Jonas report.

Bolster Wotton meeting on 10th August 2026 was discussed. Lots of businesses in attendance, mainly discussing upcoming events such as the Long Street Summer Social. But updates on the car park and discussion on EU tariffs. The local MP was in attendance too and was honest about gaps in his understanding of the issues affecting small businesses. He noted there is a business rate review underway. Important for small businesses to become members of the Chamber of Trade or FSB to ensure their voices are heard.

An item about council communications was discussed. A working group will be formed. Would feed into a strategic plan. Two years of consultation already carried out. I can't offer any more info on this as I don't have backing papers to refer to.

The council noted the letter from the Ministry of Housing, Communities, and Local Government pointing out that as of 1st April 2028, the district councils will be dissolved and a new unitary created. The lack of any meaningful information coming out of central Govt regarding the impact on town and parish councils was raised.

It was noted that the Long Street Summer Social event to be held on 30th August 2026 would get the final go-ahead depending on the long-term weather forecast on Wednesday (today). It will be on Long St 12-6pm with a stage in Royal Oak, kids garden also. Forthcoming Wotton events were also noted: Blues Festival 17th-20th Sept, Ride Over the Edge 27th Sept, Remembrance Day 8th Nov, Xmas Under the Edge 5th Dec (website needs a refresh).

The clerk noted that they had attended a meeting organised by North Nibley Parish Council with many of the neighbouring parishes. A good forum to compare what other parishes are doing and compare notes. Bio-diversity, cross-boundary work. Comms. Resilience: emergency planning, drought, fires, floods, food security. Again, lack of info on LGR was mentioned. Next meeting in September in Kingswood at the village hall.

My informal notes from the Town Council meeting last week also attended by Cllrs Braun and Cohen. Sorry for the delay in getting this report out I've not been on top form of late.

Normal formalities, apologies for absence, previous 22nd June minutes approved.

Great to see lots of people in the public forum.

It seems that the New Road allotments are causing some concern. One of the allotment holders say that a promised path along a slope has become very slippery. Buildings and Facilities Manager says there is talk about taking out fence to make a bit more room. TC has been doing work on this; a site plan is circulated. Upkeep of pathways is a joint effort between allotment holders and council. The path in question seems uneven. Allotment holders have been promised an extra tap too; needs to be chased. The Chair wants thriving allotments. Aston Gate in Bristol, by the football ground, was mentioned as well run. Options for water collection.

The forum discussion moves on to discussing Air Conditioning in council buildings. The Pilates class (in the Civic Centre?) had to keep stopping and cancel three sessions and moved venue. Town Hall equally difficult. Classes there had to cancel during the recent heat wave. Bad for business. Another person chips in who teaches dance in town hall, does get very hot. Most of the attendees to their classes are 60,70&80 the exercise keeps people active. When have to cancel its not good for them. Chair looking at costs.

Bel Whitwham from Wotton CAN talked about the nature bio-diversity plan. The Clerk has spoken with Bel. Talk of Knapp Road allotments and strimming to keep area accessible. There is a need for balance between access and nature. I'm assuming that this links in with the Council's new Biodiversity policy I missed the intro.

Climate Change Discussion about requests from hirers to consider installation of air-conditioning at the Civic Centre and Town Trust buildings and agree actions. Backing papers had some comment and background of the users of various buildings. What users say. What are the feelings. Carter Jonas who are overseeing current Town Hall refurb work offered to do a feasibility of the Civic Centre options. Out of 52 weeks in a year four weeks are fierce. They will come up with a report that they will bring back in August. A Cllr doesn't want to go down Carter Jonas route because of costs. Clerk points out the Carter Jonas are doing the work pro-bono. Cllr changes opinion. Investing long term, for events.

Heritage Centre Lease To review the response from the Heritage Centre Trustees on the Lease and proposed Memorandum of Understanding and agree actions. This is an ongoing issue which is causing the Heritage Centre much anxiety and uncertainty. Chair say all agree that it cannot be tenancy, has to be a lease. Another question that has recently surfaced is who owns the content of the centre? Cllr Tucker, Chair of the Special Purposes Committee, talks through the issues. It seems the solicitor has not been well briefed about the history, etc. There are clauses in the proposed lease which say 'subject to negotiation'. Other Cllrs (with lease experience) say this is a problem. A simpler lease is needed. But Cllr Tucker says this is the simplest! All seem to agree that the Heritage Centre need a solicitor to act on their behalf. All seem to think it could rapidly be thrashed out between two solicitors. Nothing wrong with Memorandum of Understanding. Cllr Greenup offers to be their new TC rep. Chair acknowledges that the history has been difficult but says that a lot positive progress has been made and the TC really does want to build on the goodwill and get this over the line.

Reports from County Councillor and District Councillors

Cllr Cohen's report mentions that the Y8 bus service is secured for 3 more years of WECA funding after a successful campaign. Speeding concerns on Rushmire Hill are being addressed following a recent accident. New grassroots funding supported Stinchcombe Village Hall (fire alarm), Parent and Carer Alliance CIC, and North Nibley play area. Awaiting outcomes for the Bloor Homes Kingswood application (decision due 25 August). A summit with care leavers shaped new housing protocols; Youth Hubs expanded sports and activity access. Summer Holiday Activities and Food (HAF) bookings open 6 July. She also says it's a great shame that SDC is going with LGR.

Regarding LGR, I was on County wide LGR briefing the previous Friday. I did raise the question: “My town and parish councils tell me they are operating in an information void. What is the timeline for issuing operational guidance to them on governance, assets, staffing, and legal responsibilities during the transition. Also when will the neighbourhood areas be defined under the new unitary, all given the narrow window before April 2028?”. Not much by way of reply except that the work-stream will be cranked up now the Unitary configuration is known.

You may have seen that the Council has started work on a new Local Plan and published a map showing sites around the district which includes some fairly large ones near Wotton. I know that this will cause a bit of alarm, especially on social media (Zuckerberg needs more engagement $$$), so I want to reassure you about what's actually going on.

The map is not a plan. It shows land that landowners and developers have put forward. By law, the Council has to consider every site submitted, but being on the map absolutely does not mean a site will be built on. Many will be ruled out and some won't be suitable, others may not even be needed. Nothing has been chosen.

Nothing has been decided. This is the very first stage, a chance to gather views before any options are even drawn up. The Council is asking what matters to us, what the priorities should be, and how we think growth should happen.

The Government, up in Westminster, requires the Council to plan for at least 846 new homes a year. We can't opt out of that, but the Council can weigh up real constraints such as flood risk to the west, the Cotswolds National Landscape to the east and limited road capacity along with sensitive countryside. All these things will shape what's realistic.

Four approaches are on the table. The Council wants our views on how growth could be spread. Spreading it evenly across towns and villages, focusing on the bigger settlements, tying it to infrastructure or larger strategic developments. Each has pros and cons, and none has been picked.

What happens next. After this stage, the Council reviews everything, draws up options, and consults again, with much more detail that time around.

There'll be further chances to comment right through to 2030 before anything is adopted.

My informal notes and personal commentary from Monday's Town Council meeting.

I forgot to mention the splendid new railings at School Road in the meeting. A councillor observed that the fencing here needed replacement timbers at the January meeting. This was reported using the Fix My Street app—and bingo! This is the result.

Welcome & Elections

Cllr Lesley Hewish was back in the chair, recovering well and thanking Cllr Rich Halpin for holding fort during her absence. Cllr Hewish was re-elected as Mayor, and Cllr Tucker stood aside to allow Cllr Rich Halpin to stand unopposed as Deputy. Cllr Tucker thought it would be unfair to stand against Rich as he's done such a good job over the last few months.

Community Organisation Presentations

Under the Edge Arts (UTEA)

Mark Lovell, a trustee and finance/governance lead at Under the Edge Arts (in post for one year), gave an overview. UTEA is a charity benefiting Wotton, running approximately 467 events annually (about 10 per week), including live music, blues and jazz jams, and three theatrical productions per year. Workshops are also successful—sewing, knitting, art classes, dance, poetry, and more.

Key figures: – Footfall: 11,100 annually – 40% from outside Wotton – 7,000 daytime visitors who may also eat, drink, and shop locally

The organisation is run primarily by volunteers with some paid staff, and they also offer banking and administrative support for other small organisations.

Challenges include marketing and advertising to attract visitors, tight budgets, ongoing maintenance work, and re-energising volunteers. They're seeking a secure long-term lease to access larger funding opportunities, with several assessments due this year. There's also a push to secure more individual giving through small donations.

(I didn't receive a handout, so apologies if I've missed anything.)

Wotton Pool

Steve Vaslet, Chair of Trustees at Wotton Pool, presented. He's taken over from Alan George, who had been the public face of the pool for many years. Steve doesn't intend to change the winning formula.

The pool manages numerous risks, including buried infrastructure and a roof with fragile sections that's been in place for 25 years (£125k to replace if the worst happens). They've recently been supporting Stroud Town Council regarding the Lido, which may follow a similar community ownership path.

Opening Hours: Lifeguards are salaried, with Saturday opening at 9am and Sunday at 10am. They avoid running too late due to nearby residents.

Public Forum

Sue Hunt from Wotton-in-Bloom announced that flower baskets go up on the 21st (sold out). The Wotton Lions are helping with installation starting at 8:30am. Sue also thanked the Lions for organising last Sunday's litter pick, which collected 30 bags of weeds and moss.

Correspondence & Staff Updates

Correspondence received from our MP regarding ongoing Westridge Wood Forestry Works and complaints from members of the public. I've previously reported on this here, with formal complaints lodged since that last update.

Resignation Note: Andy, a long standing member of staff, is leaving on 31st May. Over his 7 years at the Council, he's made a great contribution to improving the town, Council, and Town Trust's facilities and buildings.

No questions were raised regarding the SDC Councillors' Report, and I had nothing to add. Cllr Cohen would field questions later (she has other parishes to visit).

Charter Adoption

The Council agreed to adopt the Stroud District Council & Town & Parish Councils Charter. Co-produced with a working group of Parish and Town Councils in 2022, circulated for adoption in 2023, and reviewed in 2024, Wotton becomes the 44th of 52 Parish Councils to adopt the charter.

It was noted that the Town Council has over 100 policies/procedures requiring review. Recommendations, amendments, and comments will be necessary.

Committees & Working Groups

The Terms of Reference for Committees and Working Groups were discussed. The clerk explained that a consultant is analysing councillor and staff responses to a recent survey (including public and school responses). Workshops with consultants will follow, feeding into budget setting and the five-year plan. This work will inform which committees and working groups to prioritise, providing a solid evidence base for future planning. Approved.

Committee allocations followed: – Planning Committee – Remembrance Parade Working Group – Allotments Working Group – Public Rights of Way (PROW) Working Group – Town Regeneration and Events Working Group – Commemoration Working Group – Finance and Special Purposes Committee

This caused an extended debate following a disagreement at last month's meeting. It had been suggested that the situation could be resolved by amending the Finance and Special Purposes Committee's terms of reference—but this wasn't mentioned in the previous business item. One long-standing councillor laughed out loud at the predicament (presumably wondering why the business items were in this order). Cllr Tucker forfeited his position to allow others to stand on this committee.

Appointments were made to: Wotton & District Recreation Trust, Beaumont-le-Roger Society, Wotton-under-Edge General Charities, Wotton-under-Edge Combined Charities, Wotton Community Sports Foundation, Snow Warden, Water Course Warden, Wotton Area Climate Action Network, Rural Services Network, Gloucestershire Market Towns Forum, Synwell Playing Fields Committee, Wotton-under-Edge Swimming Pool, Wotton in Bloom, Under The Edge Arts, Greenway Group, and Wotton Walking Festival.

Financial Items

Various other items of business were covered, including bank transfers. £300k of free reserves were mentioned, and a new risk management template was approved.

Funding Grants

Wotton Rovers Football Club

A representative from Wotton Rovers Football Club sought £1k. In 1884, Wotton Rovers played a team called the Black Arabs—it was a 6-0 win. The Black Arabs went on to become Bristol Rovers FC. The representative doesn't believe they've ever applied to the Town Council for funding before.

Senior teams want to cut the pitch properly rather than the current mowing arrangement. They need to buy a 'new' second-hand mower costing £2k. Limited income comes from a weekly lottery (approximately £3k per annum), barely covering running costs. Sponsorship covers kits, leaving little for operations. This year shows a £1.5k loss, though some years show a surplus.

Councillors discussed and agreed to grant £2k, taken from contingency or free reserves. The representative seemed very pleased and thanked the council.

Wotton Silver Band

The Wotton Silver Band also sought support. Following their success in the Regional Brass Band Finals in March, the band is seeking help to fund their trip to York, where they'll represent the West of England and Wotton-under-Edge in the National Championships.

They're aiming to raise £5k but would be grateful for anything. This is outside the normal grant schedule, but £3,500 was suggested and approved. They also have a crowdfunding campaign on Just Giving—donate if you're able.

GCC Councillor Report

(Out of order) GCC Cllr Linda Cohen arrived and fielded questions on her report: – How GCC employees get nominated for awards mentioned in the report: Talk to Linda, and she can nominate – How 20mph limits are scrutinised: Linda puts forward suggestions based on constituent concerns, then GCC applies criteria.

Various contracts were approved. The budget for 2026/27 was noted, and various May accounts were approved for payment.

Projects Update

Solar Panel Working Group

Reported receiving a quote from surveyors for charges covering surveys of flat and pitched roofs and plans. They'll obtain two more quotes (three total) to consider at a future meeting. There's a push for solar to reduce emissions and dependency on the volatility of fossil fuel prices amid global uncertainty.

Town Hall & Chipping Hall Repairs

Verification certificate approved. Two councillors toured the Town Hall—the rear of the building looks amazing with paint removed from the pillars. Work is progressing well.

Symn Lane Car Park

Verbal update from Cllr Tucker. A document was circulated among councillors, with things constantly being added. Three main issues outstanding: 1. Drainage (developer to provide drawings) 2. Proof of CBR tests to confirm build quality 3. Various miscellaneous items (noticeboards already purchased, lighting fuse box designed by ex-Cllr Claydon for electrical contractors to build, CCTV connection)

Developer must rearrange kerbstones for maximum bay capacity. Landscape and ecology need revisiting. Some work for highways (double yellow lines, etc.). Several items needed from the developer to ensure acceptable standards. Part of the car park has been tarmacked but should be paved for the surface water/oil drainage to work. Proof of drainage from the retaining walls (photos taken). Coping stones on top of walls need addressing, plus health & safety walls/barriers. Communication with the developer goes through Planning; Stripe can speak to the project manager.

Play Gloucestershire

Quarterly report presented. General feeling is that it's really well received—kids enjoy it. One child quoted: “Best day ever.”

Earlier, I was at the campaign to save Stroud Maternity (yet again! This is the third campaign in the last 25 years!). My eldest was born there; I remember that 3am trip from Bradley Street to Stroud well! Maybe the community setting is not everyone's preference and is not appropriate for all circumstances, but this is about women's choices and fairness in healthcare.

Anyway, here are my informal notes and personal commentary from the Planning Meeting, followed by the Extraordinary Town Council meeting last night that I attended with Cllr Braun. Cllr Cohen had sent apologies.

I arrived at the meeting a little late; a very full day. Paul Fong was in mid-flow presenting a pre-application from Morgan Elliot at 45 Water Lane – 6 new dwellings.

(By coincidence, I met Paul Fong at the Public Inquiry in Ebley Mill last week, as he is also assisting the residents of Stinchcombe fight the Tait's Hill development (73 houses in open countryside at the edge of this ward). There is a community fundraiser going on, and your support would be appreciated.)

Back to 45 Water Lane; I remember a previous application S.25/1969/OUT relating to this site that was controversial and ultimately withdrawn. Following the presentation, Paul was encouraging feedback and noted amongst various concerns the displaced parking. He mentioned a new traffic survey that's been updated. Residents questioned this strongly. Various other issues were raised by members of the public. Clearly, the developer is in listening mode and wants to properly address residents' concerns.

Following this presentation, the Planning meeting proper started with the normal formalities and the Public Forum (a dozen or so people still present).

A number of people were also here to support a request from residents living opposite the British School, from around Lodge Drive, houses there built in the late seventies. The land behind has recently been developed and was subject to a series of planning conditions. New windows were installed that were not in the original plans. Importantly, 15 trees were removed, which were conditioned to be replaced on a 2:1 basis. A boundary hedge has also been removed. The resident wants the Town Council to support SDC Planning Enforcement action.

I went to see the Planning Team at Ebley earlier in the day for an update, but Cllr Braun was already on the case! Enforcement matters are wrapped in process for obvious reasons. But the official line from SDC is: “We are reviewing the approved ecological assessment and will give careful consideration to understand any grounds for enforcement action.”

The public forum ended (and was briefly reinstated later for some site photos to be circulated).

The Council supported the enforcement request for Planning Ref: S.22/1221/FUL Holly Lodge, 4 Wortley Road, and will write to SDC. Cllr Braun pointed out that the contractor SDC appointed to work on the Swedish Homes (an adjacent site that was mentioned by the residents in passing) is a good contractor with a proven track record; the same contractors who have recently completed the new Council Houses on Bradley/Gloucester Street. They pay attention to local wildlife and put bug boxes in place, install hedgehog highways, etc. So, residents should have more confidence with that development. The residents did not agree; faith in the planning/enforcement system has been dented it seems.

New Planning Applications: S.26/0434/DISCON Upper Rushmire Farm, S.26/0232/ADV Renishaw PLC Old Town, and S.26/305/DISCON 6 Potters Pond were all supported. A Cllr noted that SDC seems to have changed the way Listed Building Consent is dealt with — combined with the planning application — and maybe that should be taken into account.

Extraordinary Wotton Town Council Meeting

The Town Council meeting followed. After normal formalities, everyone in the public seating area, apart from myself and Cllr Braun, had left the meeting at this point.

Symn Lane Car Park: A brief update to seek agreement to delegate the purchase of the lighting column for the disabled parking area to the clerk and Cllr Tucker, so they can get on with it.

The dissolution of Wotton-under-Edge and District Recreational Trust: Cllr Tucker gave an update. A meeting was attended by Cllrs Tucker and Britton-Griffiths; five representatives from the Rec Trust were in attendance so they could be quorate. Resolutions covering the transfer were signed. The bank account transfer needs to be completed with the clerk.

The meeting then went into exempt session, so myself and Cllr Braun left for a street meet/catch-up.

My informal notes and personal comments from the Annual Town Meeting followed by the Town Council meeting last night that I attended with Cllrs Braun & Cohen.

I arrived earlier than usual for the Annual Town Meeting. I was greeted with a cup of tea and a chocolate biscuit. There were quite a few people already there, so I had a chat with some residents and councillors as we waited for the start of the meeting. Then, some ten minutes late, the Town Council Meeting kicked off with the normal formalities.

I have to apologise if I missed something at the start (or whilst in conversation), but I don't think there was any discussion to formalise the previous meeting. I thought the idea was to call a “Community Meeting Drop-In” possibly on 16th May at the Town Hall, as discussed at a previous Council meeting. Annual Town Meetings are meant to allow residents to formally voice opinions on local issues and the activities of other bodies like the County Council, District Council, police, NHS, or even private companies, as long as they affect the town specifically; things the Council might not be addressing.

Anyway, the meeting then went on to approve the minutes of the Town Council meeting of 16th March 2026 and the Extraordinary Minutes of the Town Council meeting of 30th March 2026. A Cllr pointed out that they had understood they had been elected onto the Finance and Special Purposes Committee on the 16th March. A long debate ensued. It was confirmed by two, maybe three other Cllrs that this was the agreement had been reached at the council meeting. It was also mentioned that the nature of ex officio positions may have made what had been agreed incorrect. The Cllr repeatedly pointed out that the minutes should reflect this. There was exasperation from those in the public forum. It was suggested that the issue could be resolved in the new civic year (next month).

Then another correction, but this time relating to the exempt minutes. Clerk advised that this could be discussed in open session providing staff names weren't mentioned. A Cllr commented that reference to a 'heated discussion' about advice received was inaccurate. A another protracted debate ensued. It was claimed, by another Cllr, that the summary did not reflect their understanding of events either. More exasperation from members of the public present behind me, some left the meeting at this point.

Finally, we moved on to the Public Forum. The Chair of Beaumont-le-Roger Twinning Association announced that visitors from Beaumont-le-Roger will be coming to Wotton on 22nd May. As our current mayor will be unable to assist and the visitors normally arrive late at night, the Chair was hoping that some other official could make themselves available. The deputy mayor offered.

Geoff Walsh from the Heritage Centre said that they had a meeting with the Town Council six weeks ago. A positive meeting about the future and the agreement to change to a tenancy agreement rather than lease, but so far has heard nothing back. The lease has now expired without agreement. They cannot apply for funding whilst the issue remains unresolved and this has been going on a very long time. The Clerk thinks they've been advised that the lease was extended but will check.

Another member of the public raised concerns over the new Symn Lane Play Area and lack of privacy; they have recently moved into a house next to the play area and are worried about the height of the new equipment (4m high). Youths hang out there at night and cause nuisance, but it's wonderful for infants during the day. The play area used to be locked but no longer is. The floodlights are hopelessly misaligned and on all night. A Cllr mentions that they have investigated barriers to prevent entry to the area when the gate is locked as there are worries about vandalism. CCTV agreed upgrade, Cllrs met with providers, play area a priority, turned into an Infra-red system that surveys the whole town.

Cllr Cohen answered questions on the County Councillor report. A local road survey was raised by a Cllr concerned that a 20mph limit was unnecessary as residents often exaggerate the speed of traffic on certain roads. Cllr Cohen says that there should be no expectation that the police will do speed checks; resources are too tight, measures to combat speed have to be local. We need to ensure the town looks tidy, weeds need to be cleared around shop fronts. Cllr Cohen is thinking of organising another litter pick in addition to the Lions on the 17th. I gave an update on the SDC Report highlighting that the Lido was a topic of concern in Stroud although I had only received one e-mail on the topic. SDC has a £900,000 budget provision for capital works to reopen the Lido; the recent Strategy & Resources Committee recommended that this money could be used to reopen the Lido this season. Cllr Braun noted the upgrade of various litter bins around the town. Also gave an update on a recent site meeting with the Forestry Commission and contractor about Westridge woods.

Various other business items dealt with. A Safeguarding policy document circulated. It is a condition of a £2000 grant that a policy needs to be in place. Youth Services; agreed to four Summer workshops from World Jungle including circus skills, bushcraft, graffiti and creative arts, music and dance. Approved progressing to phase 2 of the Symn Lane Play area for pre-school play equipment. Swift boxes going up on Town Hall and Chipping Hall. Jackdaws have gained access to roof areas and are nesting so work will have to cease until the end of the season.

The Clerk and Cllr Tucker had been on-site at the Symn Lane Car Park. Looked at where CCTV cameras could go without looking into houses. A plan has been devised. There was power for path next to swimming pool. Light in Symn Lane could be converted into a double light. Maybe solar lighting on the side of the swimming pool. There was a Stripe (Town Council consultants) conference call and an efficient tracking document is now in place that will be reviewed every two weeks. Stripe is due to do four inspections of car park and sign off is required to ensure that Town Council and SDC can be assured it's to standard. A comprehensive document. There will be power for EV charging. An extra column with power supply possible right next to disabled spot; reuses the contractors' supply.

It was agreed to install nest boxes on the Civic Centre and to fly the Welcome Home Swifts flag during May 2026 through until replaced by Pride flag. The boxes are from The Men's Shed. Donation £25.

Cllr Britton-Griffiths gave an update on the Bolster Wotton business event in the Swan on the 14th April 2026. There was uncertainty about who would be circulating the official list of events. I took some notes which I know are incomplete but offered it as a basis, if helpful. Cllr Halpin gave an update on the KLB Japanese student exchange. Students were presented with certificates. Cllr Edwards gave a report on the Wotton Community Sports Foundation; another Cllr commented on the development work soon to start there.

Cllr Tucker had attended various meetings about rural transport and bus travel. Much activity being driven by the upcoming local government reorganisation.

I went to a well attended meeting for Bolster Wotton last Monday evening at the Swan along with Cllr Braun. I took some very informal fat fingered notes on my phone so contact me if I've jotted anything down incorrectly, especially dates! There was talk of an official list that will be distributed but I thought I'd get this out quick so the dates can be noted.

I had an interesting chat about the hospitality trade before the meeting got underway. It's clear that the current Government policy is causing all sorts of hardship for business. As a long time business owner I can empathise with this.

Andrea the Town Clerk kicked of the proceedings. She has done a great job over the last couple of years along with Stroud & District Chamber of Trade & commerce getting Bolster Wotton up and running. Join Stroud CoT if you can, it's only £25 and helps them engage, on our behalf, across the district and beyond.

Gideon York from Cotswold Bookroom talked about the Duck hunt. 20-30% increase year on year. A big draw across the town.

Town Cllr Becki put her Pride hat on to talk about the plans for this year's Wotton Pride event running 12th, 13th and 14th June. Parade at 1pm (road closed 12:45-1:30pm, I think) Music. Finishing with a blessing at St Mary's Church. Also the Big Pride Stitch. Coloured squares and get decorated to add to the collective pride flag which will be unveiled at the event.

Fred Hulls from Good Food Under the Edge and The Royal Oak talked about the Long Street Summer Social. It's on the 30th August again. Great numbers visiting the town over 4k supported by stats from SDC. But moving to Sunday this year so as not to impact regular trade following feedback. All the way up Long Street and including High Street. Need volunteers to act as marshals and other much more specific roles.

If you have events going on use Visit Stroud. Stroud CoT run this and it's so good SDC use it for Tourism. Thousands of hits. It's free too! But please join the CoT to show your support, if nothing else.

5th July there's a full athletics triathlon starting at Blue Coat school consisting of 20 lengths of Wotton Pool, followed by a 22km bike ride and concludes with a 5km run around the town. This event is aimed at novices, and is designed to be welcoming for those who are keen to undertake their first triathlon.

Town Hall teas continues to be successful and runs from April 26th through to October including bank holidays. Taking bookings for 2027 now. Contact Janet Walsh, maybe via the Heritage Centre?

The Lions have a 10k run on the 31st May. Multi-terrain course through the countryside beneath the Cotswold escarpment and through the grounds of Swinhay House.

The Rotary Club have a Caribbean evening at Swinhay House on the 9th May. Tickets are limited but book here

Wotton Walking festival is back. Walks vary in length and interest so there should be something to tempt most walkers including children. Runs from Friday 5th June through Sunday 7th June.

27th Sept – The Lions are organising a 50km, 100km & 161km cycling event – Ride Over the Edge a non-competitive cycling sportive designed to showcase some of the very best road routes our region has to offer.

Wotton Blues Festival brings another weekend of high-quality music with a great community-based atmosphere. September 18th, 19th & 20th.

Cllr Martin Tucker talked about Wotton in bloom £50. Extra money from council this year to keep costs down for traders. But £3500 already required for next year for Wotton Farm Shop to start growing. Baskets go up 21st May(ish). Will remain until just after Blues Festival finishes. Details on Facebook.

November 2nd is the Remembrance Day parade.

And finally Christmas under the Edge, I won't link because their website needs updating from 2025! 5th December this year. Set-up from 2pm, I think with the event starting proper at 4pm with the parade. Road closed. Fairground (maybe, maybe not) – stalls, but get in early, explain requirements and volunteer to get a prime spot, was that my understanding? ;)

Tourism – Stroud are producing a Business newsletter which I know nothing about! But they'll be asking for input by the sound of it. One more item on the to-do list!

All these events and activities are a testament to the hard-working volunteers in the town, many of whom run their own businesses too. From the Lions organising the 10k to the shop owners and businesses supporting the Blues Festival, it’s clear that Wotton’s vibrant calendar is powered by people who give their time freely to keep the community thriving.

My informal notes and personal comment from the Planning Meeting followed by the Extraordinary Town Council meeting on Monday that I attended. Cllrs Braun & Cohen had sent apologies.

Planning Meeting

Cllr John Lewis elected Chair of the Planning Committee and Martin Tucker elected as deputy. A few apologies from other Cllrs. No declarations of interest, no questions from the public (just me this week!). Minutes approved, maybe with a small amendment about the deputy chair, which I didn't grasp.

Noted that .gov.uk is streamlining planning appeals from 1 April 2026. The key change: third parties (including local councils) can no longer submit new information at the appeal stage for certain minor applications, they can only choose to forward or withdraw their original comments. Useful info that I had missed. :(

New Planning Applications were debated:- – S.26/0400/DISCON Land North Of Bradley Street. Discharge of conditions from S.23/1157/VAR (two items about this one). – Support – S.26/0249/HHOLD Charlecote Orchard Street. Demolition of existing garage & erection of 2 storey side extension – Object – S.26/0241/HHOLD 1 Oatground Synwell. Erection of open fronted single storey sheltered cover – Support – S.26/0199/DISCON Land at Berkeley Close. Discharge of condition 15 (materials) from S.25/1181/VAR – Support

Town Council Meeting

Chaired by Cllr Halpin. Normal formalities as per the previous meeting.

Council asked to approve signing off a certificate of payment from Carter Jonas regarding the Town Hall & Chipping Hall project works. It's for some £65k ex vat with a small percentage retained as part of contract arrangement. Agreed

Next the payments list was considered. The Chair noted that there were some 'chunky' payments within. Komplan at £89k+vat being the chunkiest. Komplan were the contractors who installed the new Symn Lane Play Area which was opened last Saturday. A bill for ongoing legal advice and the work in Knapp Road £7k+vat which has now been completed and others. All agreed

Data Protection Review. A Data Map was noted. The Clerk explained that the Council has commissioned Breakthrough Communications to do this work. The company along with the Clerk have gone through all the processes involving personal data and info, contracts, e-mails, hirers, allotment rent, residents queries etc.... that the council holds. The resulting data map is huge. There are no reds, some ambers, the majority are green (I assume these are the risk indicators). The amber ones are being worked on.

Council was also asked to approve data protection policies; data security, bring your own device, subject access request and erasure. The Clerk assured that the policy templates (I assume the ones on the web site) would be updated as per NALC advice as other Town Councils are doing. They are all 'best practice' and will be tailored to Wotton. Clerk says they are not over the top and are pragmatic. Previously council voted not to have devices now they do they have to be confident about how to deal with things. Clerk has gone through the latest guidelines but will need to keep eye on them as .gov.uk is working on data protection. Audit will check and see how things are managed. The next stage is online training for staff and councillors. SDC are also running Data Protection sessions. Are they? Need to check!

Also council was being asked to approve a new privacy notice. Chair asks if Clerk reviewed and they had. Council shares info with other organisations; like the Police regarding CCTV etc. so has to be right. Chair asks all to agree and everything was carried without the protracted debate I was expecting!

Next up to discuss the dissolution of the Recreational Trust, legal advice and agree actions. Council had correspondence from the Recreational Trust and Cllrs Tucker and Britton-Griffiths are dealing with this. To fulfil their constitution obligation it seems the Rec Trust needs a meeting on 22nd April to progress the dissolution. Cllr Tucker said that the proposal put out by solicitors very good. It closes off the Rec Trust and makes it easier to convert. Cllr Britton-Griffiths points out when she agreed to help move this item forward and will now be liable as a trustee. Cllr Tucker reassures that all the legals will be covered before the change over is signed. Solicitors acting for Council will ensure that it's all right.

The Council then went into EXEMPT session, to discuss and agree recommendations in the Staffing Report so I had to leave at this point as this involves confidential staffing matters.

Informal notes taken by SDC Cllr Braun (this month only!) from the Town Council meeting on Monday. Regrettably, I had to send apologies, an unexpectedly protracted visit to the dentist. :(

Cllr Braun had attended the annual Kingswood parish meeting earlier, to represent the Greenway Group, which is working with the councils to create a safe, traffic-free walking and cycling route to connect Wotton, Charfield and Kingswood. So, this month, the notes are from agenda item 10 onwards.

Approved a proposed management plan for Synwell Green which will involve some planting of wildflowers. Councillors then agreed who would be on which group or be a rep for a local organisation. They also agreed to focus more on communications, as part of the new strategic vision for the council.

EV chargers for Symn Lane car park – Cllr Thomas proposed that WTC should approach GCC to find out more about EV charging options, following correspondence with Cllr Braun. Unanimously supported. Clerk will write to GCC / and the current contractor, Connected Kerb.

Commemoration working group – Cllr Thomas and Cllr Underwood (in her absence) were nominated to join this working group and to consider nominations and commemoration options. They’ll set up a meeting soon.

Town Hall

Contractor is currently a few weeks ahead of schedule but they are yet to start on the roof where there is water ingress to address and so that may take longer than initially scheduled. They’ve taken down some of the rotten wood and prepared the windows. Clerk and others have met with the Town Hall hirers and found options for alternative venues where needed, but many can stay. There have been compliments about the contractors.

Play Area

Work proceeding well and play equipment is being installed. Clerk will check it over with a safety inspection due at the end of the week. Considering an opening ceremony and would like to involve schools. Ongoing discussions with neighbours and play provider Kompan about the height of the Multi Use Games Area, and overlooking issues, as there was previously at this site.

Symn Lane Car Park

Stripe Consulting, experts in car park structures, is acting on behalf of WTC to finalise improvement to the Symn Lane car park. They met with the developer for the first time last week and have raised issues for action. WTC has agreed to pay for four inspection meetings by Stripe Consulting. Cllr Tucker has agreed to join the Clerk in any future meetings with contractors.

Civic Centre Solar Panels

Cllr Thomas reported on a recent meeting with a surveyor and WTC Facilities Manager to discuss requirements. They favoured updating the roof to a pitched roof rather than retaining the flat roof and putting panels on the south facing roof.

Dryleaze

After a few meetings with residents, contractors and SDC officers since the New Year progress has been made ironing out the kinks in the heating system at Dryleaze. I have to say that Gas Safe, the contractor, have been brilliant. The issues have been complex and vexing for residents. I've also engaged with the Property Care team to ensure that a number of outstanding issues are also getting resolved. Things always take longer than expected but the last meeting with residents was quite positive.

British School

British School have a fundraiser to host what is billed as an inspirational workshop with Chris Hunt Skelley. He competes at the highest levels of Judo with a visual impairment and won a gold medal at the Tokyo 2020 Paralympics. Gloucestershire Police & Crime Panel

Constituents have raised questions with me about the IOPC investigations of Chief Constable Rod Hansen and the 'no case to answer' outcome relating to one of those investigations. They are seeking reassurance that there will be a route to accountability. Therefore, I feel the panel needs to understand how the PCC reached their referral decision, what information was considered and check that proper procedures were followed.

[Snowdrops, the first breath after a long dark spell, the quiet return of life where everything once seemed lost]

My informal notes and personal comment from the Town Council meeting on Monday that I attended along with SDC Cllr Braun and SDC/GCC Cllr Linda Cohen.

The first job of the Council was to appoint a new Chair. There was a bit of confusion about the role of Mayor. Cllr Lesley Hewish was prepared to become the Chair but didn't want to take on the role of Mayor. It appears that the two roles are inextricably linked (why? I wonder). There was reassurance that the role requires no mandatory participation (unless the King dies, it was pointed out......) Cllr Richard Halpin was voted as deputy. Congrats to both.

Local resident Mike Jeffrey (sp?) who has been attending council meetings quite a few times had applied to be co-opted onto the council. The council agreed. There will be two further vacancies in a couple of weeks once the statutory election period has passed following the resignations of Paul Smith and Roger Claydon. The Chair expresses sadness that they have stood down and recognised all the hard work that they have done.

Next up the council considered a voluntary grant request from the Wotton Lions. The Lions put on a number of events including 10,000m under the edge 31st May at Renishaw. They want to raise as much as poss and are asking for help by means of sponsorship. The council agrees to give a grant of £100 rather than sponsorship.

GCC Cllr Linda Cohen highlights the main issues from her report. There has been extensive comment on social media about potholes. Whilst the situation is not acceptable the money available to address these matters comes directly from central Govt. Gloucestershire after 14 years of under-investment by the previous Conservative administration has left the roads in a poor state of repair. We are also, in terms of funding, one on the worst off counties in the country.

Global warming increases the amount of water that is held in the atmosphere. This additional water gets dumped in ever worsening torrential downpours. Blocked drains help channel water down the tarmacked roads which worsens any existing surface defects rapidly. More information on the risk to Gloucestershire from climate change

Residents need to photograph and report highway issues on Fix My Street. Issues do get addressed promptly but we all realise that the quality of these repairs are sometimes not adequate. However, Cllr Cohen (probably along with every other GCC Cllr, I imagine) are demanding that contracts be amended to allow contractors greater flexibility to action better repairs along with stripping out layers of complexity in the process. This will take time. So in the mean time please refrain from posting on social media for likes and attention, it's really unhelpful, as are personal insults and general rudeness directed at Cllrs who, after all, are doing their absolute best for the community.

Another issue which people have found gains likes and attention on social media is posting about over-flowing dog poo bins.

Rather than posting on social media, it is quicker and more helpful to report it via Fix My Street. Doing this will ultimately get the emptying frequency adjusted, posting on social media merely elicits a dopamine hit, wastes time and enriches a US Tech billionaire.

If you come across an overflowing bin, please don't add to it!! Take the dog poo home. Discussion about increasing the precept to cover additional bins and additional resources to empty them. Consensus that money would be better spent on education, maybe in local schools. Children understand these issue quickly and can help educate parents. Need to check what additional signage is available to encourage people to take litter home.

Problems of parking across dropped kerbs and on double yellow lines is an on-going issue at Parklands. This causes all sorts of issues for wheelchair users and people with prams and those with mobility issues. Cllrs mentioned investigating residents parking permits which will clearly have an impact (misery) for all, not just the selfish few who persist in doing this. The resurfacing work for Bradley Street has been delayed until after the new social housing is complete (officially mid-May but maybe sooner as contractors are running ahead of schedule).

I highlighted from the February SDC Councillor's report that Stroud District Council's Culture Grants are now open – offering up to £2,000 for arts and culture projects in the district. Applications are welcomed from early career artists, students, arts, culture and community organisations, and charities based in Stroud district. Also, regarding the Westridge Woods Forestry Management works. Another site visit with the Forestry Commission is planned for March.

Various routine administrative changes. Agreement to renew the space booked in the Wotton Directory for 2026/27. The Clerk writes the report and the Chair adds, removes or amends items. One or two pages. Chair says they were surprised at how many people read it and seems to be a good comms channel. (Again, this supports a local business rather than enriching a US tech billionaire)

A big contract awarded for replacement fencing at Knapp Road Allotments. Temp repairs are no longer sufficient. Three quotes to repair the whole length, one quote offered to cut back the brambles to half metre from fencing too. Cllrs though this good value at £7,836, paid for from reserves. I think work can start within a month or two.

Next to approve quote of a battery-operated hedge trimmer and blower with 5 year commercial warranty at £591. Also, £2,000 for a mobile battery charger that will be invoiced on next years budget. Approved a quote for repairs to be carried out to Civic Centre lift following service £819.

Discussion about upgrading the alarm system in the Civic Centre lift. At £2,000+ it seemed steep to Cllrs and not necessary until the digital switch over anyway. Not approved.

Council awarded a 3-year SLA contract to Play Gloucestershire for 2026-2029. The previous Chair championed this and it is funded from reserves and precept.

Training for Councillors. Cllr says it's impossible to decide these things when they only receive the dates on the day of the meeting. Cllrs have families and arrangements need to be made. Clerk apologises but short staffed and Town Hall and Play area has taken priority. Clerk says the CEO of the Gloucestershire Parish and Town Council Association can get the training done on-site if required. Discussion. Some training is essential, some not.

Much agreement with that sentiment, but not quite a simple as it sounds. Again, too much to work out on the hoof at the meeting and clearly more background research is needed for resolution. I'm asked about how the other parishes work; They mostly have have active, independent groups. Not necessarily with Cllrs on them. They are agile, active and happy to report back to the council as and when. Wotton PROW needs a Cllr to chair its meeting. Opportunity to re-assess. Some have expectation and participation is essential. Make this work with who doing what? Time between now and May. Informal business meeting to discuss, assess and streamline. Agreed.

Date for Annual Town Meeting 2026 suggested as prior to April TC meeting and drop in session on possibly 16th May at the Town Hall. Calendar of meeting dates 2026 – 27 approved.

Town Hall and Chipping Hall repairs Old scaffolding down, new scaffolding up. First couple of weeks surveyor looking in detail and surveys, what extra work? Significant deterioration noted, investigating if additional planning application will be required. Work to be complete by beginning August.

Play Area improvement Project Started preparation work last week and working flat out because of half term. Old equipment gone. Laying out. Cat scans done for utilities. School have been helpful allowing in and out and parking. Currently padlocked off with safety fencing.

Symn Lane Car Park Not so quick. Little going on. Stripe contacted developer. Meeting to discuss the schedule of works and intermittent visits to check on progress. Clerk met with lighting engineers from GGC. Helpful. Turns out that cabling that National Grid put in is sub standard? Developers won't start until March due to weather.

Civic Centre Solar Panels Meeting with surveyor to check structure and proposed work then go away and give us a price. Phil organised with Clerk. Making progress.

The meeting went into private session so myself and Cllr Braun left the meeting.
