My informal notes from last Wednesday's Parish Council meeting that I attended. SDC Cllr. Braun and GCC/SDC Cllr. Cohen had other commitments and had sent their apologies.

The Clerk had sent apologies so the Chair had their hands full managing the meeting, Cllr Smith takes the minutes. Normal meeting formalities. The Chair rattled through the action points of the previous meeting.

I answered some questions on the SDC District Councillors' Report The Lido issue was raised and I gave a brief, off the cuff, overview. Wotton Pool is much more accessible for residents on the edge of the district. It's also a good model, imho, to base the future of the Lido on.

A question was asked about residents being able to access the tip over in Thornbury. I wasn't able to offer any more info than Cllr Cohen put in her GCC report (discussions continue, looking for a solution).

Some dates were discussed for the next parish network meeting. Open agenda is being encouraged and maybe a WhatsApp discussion group. New closed litter bins have appeared. Badger activity in the cemetery is reducing. Some discussion about revised cemetery regulations.

Discussion on S.26/0317/P3Q Change of use of agricultural barn to two dwellings. Bassett Court. Original for one dwelling refused. Now two one to use one to rent out. Good turning area. Bike storage and drainage. Neither support or object

Then onto S.26/0339/VAR, a variation of condition 2 (approved plans) from S.25/0612/FUL – alteration to location of door and glass canopy. Primary School. No probs.

Play Area. Spades in the ground. Phase one. Facebook group setup and posting updates. Phase one will be complete 17th April. Can be used sign “closed when cricket match in progress” required along with lock.

I offered to check on Playground public liability with SDC and also make a few enquires re Spacehive. Biodiversity blitz – Knoll 13th – 14th June.

Good progress with defibrillators. Guardians assigned. Incident taken school defib. Alert sent out. Some discussion on management of these alerts. I left the meeting soon after this.

My informal notes from Wednesday's Parish Council meeting that I attended along with SDC Cllr. Braun and GCC/SDC Cllr. Cohen.

Lots of updates on actions from the previous meeting. Bins update, planning at SDC seems understaffed, fix Annual parish meeting date.

No questions on the SDC Councillors' Report but there has been a bit of movement on the Local Plan. The Inspectors will conduct a limited consultation on the latest highways assessments and will issue further questions. Only National Highways, GCC, South Gloucestershire Council and SDC will be invited to respond. Written exchanges. They will review the need for an oral hearing once they have considered the written evidence. SDC have no control over the timetable or the scope, which at this stage excludes the public.

SDC are required to begin work on a new Local Plan. A report will be presented to the April Council meeting setting out the next steps for preparing a plan under the new system, including the Government’s timetable, which requires SDC to issue a Notice of Commencement by 30 June 2026.

Also, regarding Westridge Woods; a meeting has been arranged for 24 March with the Forestry Commission (local woodland officer, ecologist, possibly the Area Director) and a representative from F&W Forestry, the company carrying out the tree‑felling. The goal is to let recent complainants discuss their concerns directly with the regulator and the contractor. Attendance is to be limited to one parish councillor. There is a complaint from a resident (outside the North Nibley and Wotton parishes) with the Forestry Commission that has progressed to Stage 3, another from a local resident that is at Stage 1.

Residents are again encouraged to share their views about the three proposals to  reorganise the district councils and county council in Gloucestershire (LGR) before a Government consultation closes on 26 March. For info – A majority of Stroud District Councillors (including the three Wotton ward councillors) voted to support a single unitary council for Gloucestershire. This is due to the disadvantages that would arise, for residents in Stroud district, if the county is split into two unitary councils for the East and West, and due to the extra cost, complexity and duplication that dividing county council services would cause. Discussions on a planning application appeal and new application. Major milestone achieved with the Play Area (Cllr J Smith). All the legal and lease issues now sorted and signed. Verbal report on the Biodiversity group.

A very full council meeting. Great to see so many people taking an interest in the local community.

A local GP spoke powerfully at the public forum about the use and misuse of Westridge Woods. He has noticed an increasing amount of litter in recent years. He was suggesting that trail head signs should be considered at bottom of wood lane. Reminding people of bridleways, sites of interest and good behaviour examples – e.g. yield to horses, slow when trails merge, pack litter out, leave as you found it etc.

Maybe larger bins at bottom of wood lane and subtle signage at problem sites. Engagement with local trail groups and trail cleaning days advertised on social media, pub, Tarragon's, On the Edge etc.

This generated a good deal of debate and it highlighted that there are a number of groups already working in this space. Also, there is an annual litter pick moving to the Spring and could target hotspots.

The public form then moved onto the ongoing work by F&W Forestry. Generally, people are very unhappy with the quality of the work being undertaken. I've written up some the history here.

There is considerable concern. Paths becoming eroded and canopy greatly reduced. Cllr Braun has been organising a follow up meeting with the Forestry Commission and contractor but the February date has been pushed back to March.

Issues with highways and potholes need to be reported via the Fix My Street app which seems to be unavailable as I draft this report. :( The work gets done even if quality of repair is sometimes questionable.

S.25/2430/FUL planning application for the erection of a rural workers dwelling.|Brookside Farm Waterley Bottom. Clls were concerned about numerous issues, including the proximity of livestock to the watercourse. Also an appeal S.25/074/APPREF was noted.

Road Safety volunteer Chris Mewse has been looking at options to improve junction by the pub. He gave a detailed presentation and recommended that some planters are located on the island to prevent inconsiderate parking there. The Burial Clerk gave a brief report about some headstones in the cemetery. Also, some discussion about the litter bins located there.

My informal notes from Wednesday's Parish Council meeting that I attended along with SDC Cllr. Braun and GCC/SDC Cllr. Cohen.

Apologies from the Clerk so Cllr J Smith offered to take notes. Although some members of the public were present earlier they seem to had a change of heart so no one to ask questions in the public forum.

The Chair rattled through the outstanding actions from the previous meetings, to fast for me to take notes. :)

The SDC District Councillors' Report was taken as read. Just one question on Awaab's Law. A new law that recently came into force. It requires social landlords to fix reported damp, mould and emergency repairs within strict time frames. SDC's housing stock is generally in good state of repair. Two senior damp‑and‑mould surveyors were hired in the spring to improve assessment and response. The existing damp‑and‑mould administrator’s contract has been extended by years and another being recruited as well as a multi‑trade operative, focused on fixing identified issues, will join the team immediately.

Also a quick recap of SDC's decision at Full Council to formally support the proposal to create a single unitary authority for the whole of Gloucestershire, joining the county and district councils into one body despite concerns about the process and removal of district level decision making.

Cllr. Cohen highlighted Grassroots Neighbourhood Fund – £20 k available for community projects. Talked about a gap in finances of £17m. Covered by a 2.99 % council‑tax rise + 2 % adult‑social‑care precept and savings target £25 m via reduced consultancy use and efficiency drives. I hope I've got that detail correct. Overall tough. Little money. 6% for teachers pay has to be found out of the existing budget! Road safety work in the settlements progressing.

The meeting digressed onto talk of potholes being filled inefficiently. :( Play area – £2.5k seems appropriate but her very limited budget needs to be split fairly over all the settlement on her huge patch.

Cllr. J Smith reported on a good meeting with other neighbouring councils. Sharing templates and banking. A follow up meeting planned in Feb or March... Dursley next. Host and chair, opportunity to share best practise. Wotton and Dursley much bigger than the other parishes though, so less in common.

There was discussion on an agricultural – permitted development. The parish council cannot comment on these applications but there has been much comment in the community. There were numerous issues with the application. Officers opinion needs to be sought.

Play Area, Cllr J Smith, was more than pleased that the various legal issues had been overcome. 5 years of work! There was some discussion about phase 1 and budgets.

Before we (the District Councillors) left, the item on the Forestry Commission, re Westridge Woods was brought forward. A letter was to be sent to the FC. Work has already started and everyone was very concerned at what seemed like clear felling (including Beech) in areas protected by a Tree Preservation Order. I'm awaiting a response from the SDC Arboriculture Officer.

A couple of Cllrs had sent their apologies. Four people in the public forum. Two spoke regarding planning item 7a. It was explained that they are residents and are looking to use their field for a horse stables and paddock purely for personal use. They need the stables to care for their horses which are kept at Severn Beach but this land became available, hence the COU. The chair points out that there have been a few objections. However, the resident says that they have received pre-app advice and have taken this into account. Trustees of the Tyndale monument have objected which is only 150m away.

The chair noted that ex-cllr Ray Smith had passed away. He was a long serving cllr who was involved in getting the pavilion built.

Minutes of the last council meeting approved. Just a minor typo.

Then there was an update on various actions from previous meetings. Too fast to keep up with! Road condition on the Throat, water leak, war memorial clean. Waste wizard. Letter to derelict garage. Andy, the SDC Community Officer has made contact with them, changes may happen. The defib at school to go ahead. Council needs access to check it. OK. School worried about code. Few other items in an e-mail from clerk. Covenant update. Outstanding task regarding properties with overgrown hedges but winter is approaching so no longer an issue.

Cllr Braun gave a quick update from the district councillors' report. We did raise the imminent work at Westridge Woods (Item 13 on the agenda). SDC approved a thinning license a few years ago. However, the contractor exceeded the scope and conditions. As ward councillors we are intending to write an open letter to the directors of the company which undertook that work to say that we expect a significantly higher standard of care and strict adherence to the conditions of the felling licence. Cllr Cohen's county councillor report was taken as read.

Rapid reports from Cllrs on matters not covered by agenda. Bio-diversity group meets next Wednesday in the Black Horse. A largish sinkhole 3'x3' which appeared in the playing field close to the goal is being repaired. Clerk's report on matters not covered by agenda taken as read.

A planning enforcement site visit was discussed. The land owner wasn't there. It's a change of use and a retrospective planning application will be required. I didn't catch the detail. The defib at the school required a switch protector to prevent inadvertent loss of power.

Then the council moved onto planning applications.

S.25/1903/FUL|Change of use of agricultural land to 1.5 acres of equestrian use. Erection of stables, a barn, a field shelter and welfare unit. After checking a few details to the applicant it was decided to object mainly on visibility grounds.

S.25/1960/LBC|Alterations to curtilage Listed barn including replacement roof, removal of stone wall and staircase, installation of flooring and re-pointing. No comment

It was noted the S.24/2306/FUL|Conversion of an outbuilding into a single self-build residential dwelling was allowed on appeal.

More discussion and updates on other projects. Lots of work ongoing for phase one and two of the play area. Biodiversity meeting Weds 7:30pm 12th Nove Black Horse. Some good work with Chris Mewse's report. Brave putting the draft onto Facebook. Council informed the simplest way to get 20mph is by changing all the 30mph areas if they can agree. Lots of talk – agreed to support 20mph if Chris can achieve this. Quick review re tree survey. Action reqd on black oak and elm, yew tree needs trim arrange work at the same time to save costs. Cllr Braun gave a quick overview on LGR.

More discussion on plans for the management of the Recreational Field. Covenant moving forward, the lease requirement falls way so all legal issues pretty much resolved. Other discussion about expected structure.

My informal notes from last Tuesdays Parish Council meeting that I attended along with SDC Cllr. Braun.

I noticed a splendid mosaic on the wall of the village hall for the first time. I'm certain that it's a recent addition and took a quick photo on my way in.

No members of the public present this months meeting.

It's always a pleasure listening to Cllrs rattling through the action points from prior meetings. It appears that the Black Horse was not successful in bidding for some grant money for their car park. Not really a parish council issue as it's private land but good to see a level of support and collaboration. Some discussion of a worsening water leak close to Highlands Drive. The actual source of the water and therefore responsibility is murky but steps are being taken to progress. Brief talk of the recent Bio Blitz, bench on the knoll and bench for the play area. War memorial needs a clean and risk assessment for the closed churchyard.

I ran through a quick recap of the October SDC Councillors' report which had only just been received; this parish meeting is very early in the month. Not directly related to SDC but I noted (via the Police & Crime Panel) that the IOPC has now completed its independent investigation of Chief Constable Rod Hansen and has concluded that there is a case to answer and he will face a gross misconduct hearing. This will enable the allegations to be formally considered. The hearing will be arranged at a neutral venue in the next few months according to Police regs. Also, there was a BBC Panorama airing that evening which exposed a number of concerning behaviours by officers serving at Charing Cross Police station. One of those officers subsequently transferred to Gloucestershire Constabulary so action will follow.

Cllr J Smith has had success in arranging an informal event on 19th November with neighbouring parishes, positive responses from Dursley, Wotton, Kingswood, Hillsey & Tresham. The Clerk reported on a few items not covered by agenda. Myself, Catherine and Linda need to send some photos (that we like!) for inclusion on the parish web site. Precept payments have been released. New bank account. A discussion about siting a new defibrillator at the school. However there maybe building works happening. Consensus seemed to be to go with it. An intrim report is due for the audit, everything OK just a bit slow, I think.

Discussion on planning application at Basset Farm converting agriculture buildings into one dwelling. Dog kennels in close proximity but that activity will cease and being returned to paddock. Council agreed to submit no comment.

Cllr J Smith had to report the unfortunate news that the council had lost £8k of grant funding for the play area. It seems that there were terms in the original application from some three years ago that had been overlooked. However, the fund can be reapplied for when the play area is ready to proceed. These set backs are all too common in local government and they can be very demotivating. Hey ho, lessons learnt. On a positive note the rest of the project is almost ready to go. Myself and Cllr Braun left the meeting soon after 10b on the agenda for a quick catch-up.

My informal notes from last Wednesdays Parish Council meeting that I attended along with SDC Cllr. Braun and SDC/GCC Cllr. Cohen.

Normal formalities, just one apology for absence and one member of the public to speak, but deferred speaking to the road safety agenda item. Previous minutes approved. The chair jumped around the agenda a little so some items maybe out of order. :)

Dealing with previous actions. Cllr Braun reported back on the disused garage. There's a limit to what can be done. Not within scope for planning but it may become an environmental health issue if it degrades. So not much that can be done for now.

PC would like to be kept in the loop for any enforcement actions. But that can only happen if they are the complainant (data protection etc. I think). Regarding roads, the obvious making good work has been done now that Rushmire has reopened. Parking improvements and EV charging within North Nibley. Brief discussion about Blackhorse car park a year or so ago. Info was passed to them about funding via the Rural England Prosperity Fund but that scheme is oversubscribed now. This is not a parish council matter. It was suggested that people could do a community thing with EV chargers. Um, that's a good idea! Here are some of those schemes that I've tracked down:-

I gave an brief summary of the SDC Councillors' Report. SDC has decided that their preferred choice for whichever unitary that's chosen is that it becomes part of WECA. The overriding feeling was that Stroud District naturally connects with Bristol, the south west and Wales.

Cllr. Cohen gave a quick overview of her County Council report. Back to school and road safety. Highways are on top of works generally. Community grant scheme similar to build back better to launch in October. Cycle for September, talked about bike hire scheme, people gaining confidence. Govt. initiative to encourage employers to employ younger people to do Saturday work. Talked a little about the Wotton litter pick. Brief mention of protests at the hotel in Gloucester. Counter protesters outnumbered the protesters 3:1. GCC not spending council money to paint over flags. Will get addressed as other work is being done.

A spring that has appeared in road by Highlands Drive maybe due to Gigaclear. Work is being done to establish if it is a ruptured pipe or a natural spring. The Throat has numerous potholes, several tyres and wheels damaged locally. Minor resurfacing required. It was noted that the Stancombe Park planning application hadn't come to the parish for comment. Cllrs should respond to the application directly.

Brief discussions on the Play Area, more dates for The Keepers and possible a meeting on 'devolution' (LGR) at the Blackhorse.

Road Safety – Chris Mewse gave a really interesting presentation on how he thinks the road design could be improved in the village. Making the junction more of a traditional crossroad. It would improve the public space and naturally guide pedestrian flow with some bollards and paintwork. The scheme would be helped with 20mph limit. It's all draft and wants to sit down with the professionals at county to see what's feasible. There was discussion about changing what is already 30mph to become 20mph and strategically 50mph to 40mph and the 60mph to 50mph to make these rural roads safer. e-mail asking GCC for clarity of public consultation. The new leader of GCC came back with a quick response.

I attended the meeting at the Village Hall last night along with SDC Cllr. Braun, GCC/SDC Cllr. Cohen sent her apologies. These are my hastily written, informal notes.

The photo this month commemorates the buddleia shrub which partly died and fell over long ago. The team from Ubico had been diligently mowing around it (a prescriptive contract, no doubt). Recuperating from my recent health problems, I thought it would be good exercise to wander over to Ebley Mill (from Rodborough, not North Nibley!) and speak with the Community Services team who manage the contract. They had words with Ubico and the tree was removed yesterday, just in time for the Council meeting! :) Face to face meetings seem far more effective than e-mails which often endlessly bounce around the ether.

The meeting kicked off with normal formalities. Great to see a few members of the public present. One, Denise, will be coming onboard to the council at the next meeting. She has lived in Wotton and Coombe for the last 25 years, she has a health and social care background. One member of the public talked about the dangerous corner on the road out of North Nibley heading towards Stinchcombe. He was involved in a couple events recently, a pilgrimage. He wanted a convex mirror angled to assist in crossing the road. GCC highways would need to be involved, Cllr Cohen would be asked. I think this is the location and it's actually part of the Cotswold Way.

A rapid update on previous actions followed and the minutes from the previous meeting were approved.

Jane Luker had applied to be co-opted onto the council and had submitted paperwork. Jane is a governor at North Nibley primary school and has a healthcare background. Her co-option approved. So, along Denise, this means the there is now a full council in North Nibley. The group did a quick check in, detailing their backgrounds. There's a lot of experience here. Also a fantastic achievement filling all the seats, it really is a slick well managed council and always a pleasure to attend.

The Chair went over the Council's objectives; The play area, road safety and road crossing plan, a biodiversity plan for The Knoll, placing five defibrillators in the village and improve community engagement.

I had a few late additions to the District Councillors report:-

• Businesses and community organisations in rural parts of the district can now apply for a share of £120,000 for capital projects. SDC also has £40,000 of UK Shared Prosperity Fund (UKSPF) grants available for capital projects located anywhere in Stroud district.

• StroudFunding (SDC’s crowdfunding platform, where eligible projects are topped up with SDC funding) – the next round will be launched in late June 2025. Workshops will be planned for mid-July, with a deadline to have your project ready by the end of September.

• SDC’s Apprenticeship programme has reopened, with five apprenticeships now open for applications, to start in September 2025. Apprenticeship Open Evenings are being held in the SDC Restaurant at Ebley Mill on 4th and 18th June, 4-7pm.

• Work on local government reorganisation has now restarted in earnest following the county elections and towards the November 28th deadline by which final proposals will be submitted. Officers from all levels are working together on a variety of work streams to begin to set out the detail for both the proposed single and two-unitary models. Government have still not indicated whether they will provide any detailed guidance as to the role of parish & town councils in unitarisation, but it is clear that you will be key partners for any unitary council(s) in the county.

There was a discussion about LGR and it was pointed out the Town & Parish Council will take on a greater role with all these changes. The lack of proper community consultation and engagement was raised. Then, this morning, I discover that there has been a change of tack from central government. This latest guidance from Govt seems to diminish the role of parish and town councils somewhat, in favour of Area Committees (which may or may not involve parish and town councils). The Ministry of Housing, Communities and Local Government now seems to suggest it will be up to local areas to determine their role. Things are obviously in a state of flux. I've previously written, in gloomy terms about LGR, I still don't feel any more enthusiastic about it.

Cllr Cohen had sent in a short GCC e-mail update, largely because she is waiting for Cabinet members to bed in and find out the direction of travel on road safety and funding and wanting a proper briefing on the Local Government Review.

The Clerk's Report was focused on audit and the recent parish meeting. A Planning application was discussed re Bassett Court and a change of use of agricultural barn to dwelling. The council decided to neither support or object but wanted to comment on the energy saving and biodiversity commitment.

There were updates re on-going projects to agree any further actions: – Play Area. Lots of work on the legal side. Covenants and land interests, liability, draft leases detailing operations all in progress and will eventually go to play area committee. – Biodiversity. No meeting since last time. Recent talk in village hall and Facebook page setup. Gloucestershire Wildlife Trust met up to discuss a bio-blitz and a wildlife survey maybe. Also, funding pot (missed which one) that could be used for interpretation boards at The Knoll, signposting people to donate to monument. – Road Safety update was given at the parish meeting. Since then, electoral changes at GCC. 20mph zones now a possibility. Cllr Cohen wants to engage with that process. – Village Defibrillators and Community Wellbeing. Just bought fifth defibrillator, there seems to be a bit of juggling with placement, but I think this one will end up close to Southend farm. But this isn't the end, there are more envelopes to get them into. There had been some training undertaken recently too.

An application to the Rural England Prosperity Fund was discussed, maybe for interpretation boards for The Knoll. The application info to be shared out to other groups. Any monies would need to be spent by March 2026.

A short discussion about using GAPTC Climate Change Community Fund to plant out green spaces such as the big triangles of land by Pitt Court as it has become overgrown using it for biodiversity. Not owning the land would be problematic and on-going maintenance costs too, little enthusiasm.

Cllr Roland Brown was confirmed as the new Chair of the Council.

A member of the public presented some good work undertaken seeking funding of and installation (with the involvement of the Cotswold Wardens) of three kissing gates on a local footpath. I didn't catch the precise location.

The Council's activities log was reviewed and brief updates given. This log offers great insight into all the activity going on in the parish. This level of openness and transparency is excellent.

The previous minutes were approved. An election hadn't been called following the resignation of Councillor Carr so the Council is able to co-opt another councillor.

There were quite a few questions around the District and County Councillors reports. Responsibility of an area of land at Tydale Close. Bench in the play area. Payments and finances discussed. Three planning applications were considered, no formal comment would be made about them.

Updates on the Play Area lease agreement which is more complex than anticipated at the outset. But working through it step by step. Biodiversity group saw 26 members involved in the churchyard clearup. The Road Safty group has establish terms of reference. Village Defibrillators locations discussed again.

As always it was pleasure attending the Parish Council meeting last night along with Cllr Braun & Cllr Cohen. Here are my personal notes.

Cllr Brown was stand in Chair tonight as few apologies but still quorate so the meeting proceeded with the normal formalities.

The Council is still looking to co-opt members but no applications have been received.

Three members of the public were present to discuss issues of importance. The item where District and County Cllrs cover their report was opened up to discuss these. The December SDC Councillors' Report is here.

Cllr Cohen, is always kept busy re Highways. Last night was no exception.

Wide ranging discussion on the impact of closing Rushmire Hill in the New Year for six months. One parishioner present lives on a narrow treacherous road at the edge of the parish and if people start using it as a short cut the consequences will be serious. Cllr Cohen wants evidence of vehicles getting stuck to present at the GCC public meeting in Wotton on 10th December (all welcome). 'Unofficial' measures to mitigate were discussed.

Regarding the speed of traffic through the village and the safety of children; Cllr Cohen recapped that GCC had done lots of measuring and survey work yet the thresholds for action haven't been tripped, so any possible actions are limited. I've documented a number of these issues in my previous notes. It does seem like excuse after excuse from GCC (not from Cllr Cohen btw, who always extracts the maximum given the constraints) . Things (like policy, for example) needs to change. There's an election coming up! Use your vote wisely!

However, a voluntary scheme for a Crossing Patrol could be an option. It was thought that this had been done before, but the Chair commented that it was when he was a pupil! :) Cllr Cohen said that existing GCC survey data could be got hold of. GCC can help with training up School Patrols. A member of the public was quite passionate about how crossing the B4060 could be improved. The Chair said that all these ideas could all link in with work being done by the parish council.

Some Planning items were discussed. Cllr Cohen reminded that the funding she had access to for the playground would disappear if the project wasn't proceedable by early January! Ekk! Cllrs have been working flat out on this project and it seems that 'legals' are slowing things up. Some more discussion on the various other projects going on in the parish; biodiversity, defibrillators locations, maintenance of Parish Council owned land and an information board.

Even though some tricky items were discussed the meeting was brisk, positive and upbeat. Cllr Braun, Cohen and myself left at agenda item #14.
